Scaling Up Resilience in Governance (SURGE) — a consortium of international NGOs including Handicap International — is calling filmmakers who want to challenge their creativity in showcasing stories of persistence in advancing inclusive community-based disaster risk reduction (ICBDRR) and, as a result, help save more lives and secure futures.

SURGE aims to increase resilience of high-risk communities in the Philippines. It extends inclusive community-based disaster risk reduction (ICBDRR) to more communities and advocates improvements in disaster risk management policies and practices.
