Handicap International, in consortium with Plan International, launched the project in October 2015 to work with local government agencies and other stakeholders of the Province of Capiz to address the recovery needs of typhoon-affected and other at-risk communities in a way that is resilient, inclusive and sustainable.

The project team 1) partners with TESDA-accredited schools to provide vocational skills training to vulnerable individuals to have access to wage employment; 2) provides micro-grants that will support start-up and entrepreneurship opportunities for disadvantaged individuals; 3) provides technical support to farmers and fishers in order to strengthen the value chain of natural resource-based products and to have innovative livelihood practices; 4) capacitates the local government unit, community-based organisations and DPOs in making BDRRM and contingency plans inclusive; 5) provides inclusive early warning and preparedness kits targeting most vulnerable communities including persons with disabilities; and 6) trains barangay health workers and volunteers to enable them to conduct community health education assessment and orientation through home visits.
